SURELY, microslop already fixed its megaslop?

basically read the comment (now gone); MSVC is evil, but it cant still be this evil right... right?!?!?! it's been 2 years surely not!

mainly because this helps deep scan (in theory); android should see slight improvments for big game libraries

should fix some issues with some NAS setups
where people have their games on a NAS and they
try to access it but for some reason some file
just doesnt load, instead of aborting early we continue
for the rest of the files in the directory

<title>[common/logging] Simplify logging logic and fix issues when logging before system is created (#3688)</title>

- our logging code was bigger than spdlog itself, why???? just keep it simple
- fix issues when logging before logging system is even started
- removes the "initialized logging twice" issue
- removes uneeded indirection in file logging
- uses direct formatting instead of jumping hoopla-around the fmt::format() ressult
- code duplication and dead code removal as usual

I did explore dup2() but I think it's not worth the hassle
I did try `fwopen()` but it's better if things are just kept as-is.

there is a lot of noise because I removed a bunch of redundant files on logging and just put everything in one file

now normally this wouldn't be a good idea, however consider: the complexity of logging; it's less than 500 lines... does it really need a whole subsystem?!?!?! ITS JUST LOGGING

Resolves a case on Windows where an unmounted bitlocker protected volume containing an assigned game directory would crash Yuzu at start.

May also resolve cases where a disconnected SMB volume causes similar crashes (needs testing)

This check was preventing files with the Write or Append file access modes from being created, as per the documented behavior in FileAccessMode.
This amends the check to test for the existence of a filesystem object prior to checking whether it is a regular file.
Thanks to liushuyu for pointing out that removing the check altogether would not guard against attempting to open non-regular files such as directories, symlinks, FIFO (pipes), sockets, block devices, or character devices.
The documentation has also been updated for these functions to clarify that a file refers to a regular file.
