Switch 2 applications are given cores 0..5 (title 4's npdm) and start a
job worker per core. With four emulated cores, 4 and 5 were folded onto
0 and 1, so two cores ran two workers each. Switch 1 titles keep using
cores 0..3; core 3 stays the shared system core.

Switch 2 titles get core mask 0x3f and nn::oe creates a thread on core 5.
Eden emulates four cores, so fold virtual cores 4..7 onto 0..3 in
CreateThread and SetThreadCoreMask (after validating against the real
process mask).

continuation of #309 but applying to even more files than before :)
also makes them lowercase because `0xfafafa` is better as `0XFAFAFA`

reworked a bit to remove references of parent objects and instead pass as arguments to methods to prevent useless reloads

- KProcess::Run() and CreateThread() SVC now write the current thread handle to TLS+0x110
- KPageTableBase::LockForMapDeviceAddressSpace now checks for a new KPageTableBase boolean, m_allowed_exec_device_mapping
- Stub `am` + `acc` + `settings` cmd module that needs to work for qlaunch

Compilation and CMake fixes for both Windows on ARM and clang-cl, meaning Windows can now be built on both MSVC and clang on both amd64 and aarch64.

Compiling on clang is *dramatically* faster so this should be useful for CI.

Allows the use of the macro in constexpr-contexts.
Also avoids some potential problems when nesting braces inside it.
