<title>vfs: keep the open-file cache below RLIMIT_NOFILE on Unix</title>

The VFS cache allowed up to 8192 open files on Unix, and main() set the
soft RLIMIT_NOFILE to exactly 8192. With large loose romfs dumps (e.g.
~205k files) the cache could exhaust every descriptor, so unrelated
opens failed with EMFILE and games crashed on the failed loads.

Size the cache from the actual soft limit with 512 descriptors spare,
as is already done on Windows, and only raise the limit in main()
instead of also lowering higher limits down to 8192.

<title>[qt] fix relative ROM paths passed on the CLI on macOS (#4105)</title>

On macOS, convert relative paths to absolute paths before changing the
working directory. Otherwise, valid Switch formats may incorrectly fail
with a "The ROM format is not supported" error.

this was only ever used for announce room json on one single instance

this object is pretty much a danger to society and shouldnt exist, especially since its:
a) a singleton
b) spawns objects out of thin air
c) doesn't respect RAII and can outlive its parent objects (big no no)

generally we shouldnt endorse objects like these in the future, but alas, it existed, now it has to begone
additionally there is a similar object in KWorkerTaskManager but it's not as egregious as this one.
check that this didnt break the usual announce room json logic

Sets max open fd limit to 8192 on non-windows platforms (or bounds it to
the system hard limit). Complement to the previous VFS PR.

Such as MINGW64.

I legitimately don't have an explanation for this.
