ci: publish release-binaries builds as GitHub releases

Build eden-cli along with the Qt frontend and package both. When every
platform built, a release job creates a pre-release (tag build-<run
number>) with the Windows zip and the Linux tarball attached: on pushes
to nx2, and on manual runs unless the publish box is unticked.
