[cmake] drop invalid c98 warning suppression (#4269)

The -Wno-c98-compat breaks clang build on windows.
I believe it's a typo, since i couldn't find about it elsewhere.
The -Wno-c99-compat is in place.
As a bonus removed a doubled -Wno-c99-extensions right after.
