[hle] stpl:sys, stpl:u initial implementation (#4435)
These cmds are hardcoded to use 0x20b, also the vftable is the same for `nn::sf::hipc`.
Streamplay is probably not gonna be implemented fully, but some future updates *may* hang when querying for the service, thus registering it at once will avoid such issues.
