file_sys/program_metadata: Remove obsolete TODOs
BitField has been trivially copyable since
b20657a36f909e2bb7e2b8e171c6718d5a3149d6, so we can eliminate these
TODO comments and use ReadObject() directly instead of memcpying the
data.
