kernel: stub Switch 2 svcGetInfo 31/32 (remote memory)
nn::os::GetRemoteMemoryUsage returns {id 31, id 32}; nn::gsv and
nn::nvsrv BootWithRemoteMemory use it while booting the graphics
system. Return 0 for both for now (logged).
