nx2: answer vi2 212 with the layer's ready buffer slots
212 takes a layer and replies with a u64 of its buffer slots that are ready.
The client polls it once a second until some are set; it only got past it
because the auto stub's reply happened to hold non-zero leftovers. Report
the slots 228/229 hand back.
