audio: hand out IAudioDevice device notification events
15/17 Acquire{Input,Output}DeviceNotification take a u64 and return an event
that fires when the device set changes; 16/18 release it. They were nullptr,
so Switch 2 titles (Kirby Air Riders, Switch Sports) got an auto stub reply
without a handle. Return an event that never fires: the device set here
doesn't change.
