Switch 2: signal nx2:vi2 31/32 events on every vblank
Title 1's main thread waits on the vi2 32 event until it has fired twice
before it submits GPU work; Eden's stub never signalled it and the title
hung before its first frame. Signal the 31 and 32 events at 60 Hz.
