Switch 2 system data (ids 04...) is not part of Switch 1 firmware, and a
title aborts when it cannot mount it: Nintendo Switch Sports Resort asks
for 0400000000000849 right after boot. Synthesize an empty archive for
such ids (logged), so it boots to its first screens.
EDEN_NX2_EMPTY_SYSTEM_DATA=0 fails the request as before.

SynthesizeSystemArchive logged the archive's name before checking it was
one it knows: for any other data id the name is null, fmt throws, nothing
catches it and the process ends (Nintendo Switch Sports Resort, ~10 s in,
from fsp OpenDataStorageByDataId). Return no archive with a warning, so
OpenDataStorageByDataId fails the request as before.

continuation of #309 but applying to even more files than before :)
also makes them lowercase because `0xfafafa` is better as `0XFAFAFA`

std::map<> when creating system archives for nx_tzdb generated files (#3919)
sounds like word salad but let me say:
- std::map<> created a static ctor for EVERY SINGLE ZONEINFO
- fuck that, instead lets just use a raw array and construct things statically
- works the same except with less baggage carried around (+ less heap allocations!!!)
this should help reduce codesize due to the aforementioned global ctor/dtor

system is created (#3688)
- our logging code was bigger than spdlog itself, why???? just keep it simple
- fix issues when logging before logging system is even started
- removes the "initialized logging twice" issue
- removes uneeded indirection in file logging
- uses direct formatting instead of jumping hoopla-around the fmt::format() ressult
- code duplication and dead code removal as usual
I did explore dup2() but I think it's not worth the hassle
I did try `fwopen()` but it's better if things are just kept as-is.
there is a lot of noise because I removed a bunch of redundant files on logging and just put everything in one file
now normally this wouldn't be a good idea, however consider: the complexity of logging; it's less than 500 lines... does it really need a whole subsystem?!?!?! ITS JUST LOGGING

We can add a helper function to make creation of these files nicer.
While we're at it, we can eliminate an unnecessary std::array copy in
the constructor. This makes the overhead on some of these functions way
less intensive, given some arrays were quite large.
e.g. The timezone location names are 9633 bytes in size.
