Switch 2 NRRs carry 3072-bit keys and signatures, so the fields after
them (program id, size, kind, hash list offset and count) sit 0x180
bytes later than in a Switch 1 NRR: hash list offset and count at 0x4c0,
hashes from 0x4d0 (Kirby Air Riders, Minecraft, Mario Tennis Fever).
RegisterModuleInfo read signature bytes as the hash count: Kirby Air
Riders read 51 GB of "hashes" (host memory ran out), Minecraft threw
bad_alloc and the process ended.
Read the fields at the Switch 2 offsets for Switch 2 processes, and
reject an NRR whose hash list does not fit inside it.

This is a follow up for the biomutant fix. By the time i knew it was shallow, coz i was running patchtext routine even for svc and modules, causing a routine which were needed to run 14 times to run 4000+ instead.
Since some perf loss was reported in 30 sep nightly, and it caused ac3r to not boot, we had added a temp toggle, which is now being removed as optimizations + fix are in.

This PR primarily focuses on upbringing constexpr maps for handlers.
Each time an HLE object of a service is construed, it registers it's own handlers, over and over.
Regardless of whetever it needs them at the moment or not.
Additionally we don't require to keep track of different function pointers amongst each object.
This can be done by overriding the given function instead, as opposed to having a separate
hash map for every given object.
In other words: Remove handlers (and handlers_tipc) map for every instance
then read from a static defined per-class.
- [x] Migrate all HLE functions to new `frozen::map` constexpr time finder
- [ ] Measure if this approach actually makes better codegen
Optional:
- [x] Properly gate all functions (that have versions commented next to them)
- [x] Maybe store `HandlerFnP<>` and `const char*` separately, version gating can go in a different map as well
Information such as name can be used on debug builds, but doesn't particularly help on release as one can consult an external reference (or have an annotated IPC map)

Aimed to fix Biomutant which stucks in a bootloop due to guest being unable to reach correct thread local storage (TLS)
This fixes runtime NRO loading by properly patching the guest TLS (TPIDR_EL0) path. Steps:
-Read the loaded NRO image into a temporary buffer.
-Run the NCE patcher on it.
-Produce a patch section / relocated code.
-Map that patch section as executable memory in the target process.
Game still has intermittent visual issues which can be solved with GPU level accurate, but that causes a huge performance drop in exchange. Someone else will resume this one.

Good fix or absolute trash?
For me it seems like an OK balance, better would be fully dynamic; but I believe 256 is a reasonable limit?

(#3639)
also changes some methods to std::span<> as well, but mainly std::vector<> in the NSO/KIP loading stuff is not needed to be memcpy'ed and memmove'd around
this should save a marginal amount of loading time (RDR1)

Closes #3137
Closes #3465
- Replace all mbedtls usage with OpenSSL
- require OpenSSL
- Up OpenSSL version to 3, cuz that's what we actually need...
CAVEATS:
- httplib also now required
- other ssl backends for svc are unused, maybe remove later
* To be fair, our CI never used them anyways. And we never tested those
TESTERS PLEASE TEST:
- All games and applets boot
- Boot, load, exit, etc. times
